The main rules and regulations and modifications (amendments)
Pan Arab Spine Society

Introduction
In compliance with the comprehensive Arab development, in pace with general medial development, in support of the health consciousness, as an impetus of our ancient medical cultural motivations and the glories of our eternal nation.
Also in compliance with the guidelines of the Union of Arab Doctors in establishing professional societies. The spine specialist Arab medical doctors  and surgeons called for the foundation of this society to combine them and to form a starting point for their development on the way of research, investigation  and exploration and also to be a feature of their development in the human culture pace.
To achieve these goals they set the following project of rules to be the basis of their society.
which will be temporarily a section of pan Arab... society  until the legal formula are completed for its independence.

Art-1
A medical society will be established in the Arab world named  Pan Arab Spine Society which is connected with the union of Arab doctors and is considered as one of its scientific entities which will confirm with  its main  laws  and internal  rules.


Art-2
This society is composed of:
a) Society members, groups and spine societies approved by the union of doctors in that country.
b) Specialists in spinal pathology and surgery in Arab countries which have no societies. Every doctor with specialty record in any sub-fields associated with spine is considered a specialist and with special scientific and practical interest related with spine in the union of doctors in the country which he holds its nationality or in the medical organizations for the country with no union of doctors or medical entities and this will be after the administrative council approval of the society.
c) Every specialist doctor with  medical specialty  related with spine is accepted as a member of the society who should recognize and  practice this specialty outside Arab countries.

Art-3
The society goals
a) Strengthen the fellowship and brotherhood among the members in the Arab countries by acquaintance and visiting for the purpose of cooperation to raise the condition of the discipline of spine diseases and surgery form both scientific and practical aspects.
b) Exchanging information and researches among society members by holding study forums, medical days, regional&Arab conferences, editing publications, periodicals and journals about the medical issues of spine.
c) Contribution with health care authorities in solving medical problems for spine pathology and surgery and contributing in consciousness, prevention and control campaigns.
d) Contribution in the practical activities by participating in international conferences.
e) Contribution in setting the studies related with the development of teaching courses of spine pathology and surgery medical Arab medical schools.
f) Working for the survival of the Arab culture concerning  spine pathology and surgery.

Art-4
Arabic language is the official language of the society and foreign languages are permitted for conferences, correspondences  and information exchange.

Art-5
The society activities are scientific and social.

Art-6
The society has a legal personality and entitled to possesses movable and unmovable properties.

Art-7
The society consists of general assembly, administrative council, general secretariat and a president.

Art-8
The general assembly:
a) The general assembly is composed of all members  of the society mentioned in art(2) who paid their affiliation fees indicated in the main rules or annexes.
b) The general assembly meets during the holding of the scientific conference which the society holds for those who paid their due fees indicated in the main rules. The meeting is considered legal if it was attended by at least 50% of the total representatives of the societies members which are declared in their own countries and also the meeting will be legal if
attended by at least 8 Arab countries. The conference is held based on an invitation by the secretary general and he will specify the agenda after the approval by the general assembly.
c) The general assembly will be headed by the president and the secretary general will assist him in writing the session minutes which is signed by the president, the secretary general and a 3rd person from the general assembly. This minutes is sent to the secretary general of union of Arab doctors, members of the general assembly and the society administrative council.
d) The general assembly will discuss the report of the secretariat and submit suggestions and recommendations associated with the affairs of the society and activities to the  administrative council.

Art-9
The administrative council
a) The administrative council is the supreme entity of the society and has the right to set its policy, guiding its activities and making decisions concerning the achievement of its goals.
b) The administrative council consists of one representative of each society, group, complex or society in each country member in the pan Arab spine society or from those candidates by the doctors of other countries attending the onference in which the administrative council elections are taking place provided that the representatives of each Arab country are not more than 2 and in this case it’s preferred that every one should have an original different specialty. The members of the administrative council should be at least 15 members and not exceeding 21.
c) The meetings of the administrative council are headed by the society’s president and when he’s absent the meeting is headed by the secretary general.
d) The administrative council will hold a periodic meeting at least every one year and this is preferred to be during the holding of a medical meeting for spine surgery held in an Arab country or upon the holding of the medical Arab conference of the union of Arab doctors.
e) An extraordinary meeting can be called by a decision of the majority of the general assembly in which the date and time of this meeting is specified .The general assembly have to notify the members at least one month prior the date of meeting and the agenda of this meeting should be specified in this resolution.
f) The administrative council meeting will be legal if attended by the majority of members and the decisions are made by absolute  majority and when the number of  votes are equal then the side in which the president of the session is with will dominate  and when the majority is not available the session will be suspended for 24 hours and the quorum will be more than a third of the total members otherwise the meeting will be cancelled and another meeting is called for.

Art-10
The administrative council has the following authorities:
a) election of the secretary general.
b) the acknowledgment of the main rules by the majority of 2/3 of presenting members.

c) The acknowledgment of the internal regulations and financial order by the absolute majority of the members.
d) The acknowledgment of the society budget, certification of its accounts  and specifying the subscription fee.
e) The acknowledgment of the acceptance of  membership applications, the membership suspension based on the main rules and internal regulations of the society.
f) Specifying the researches, place and date of conferences.
g) Studying the recommendations of the general assembly and making proper decisions.
h) Approving and drawing a working plan for the projects and activities of the society.
i) Formation of the specialty committees.

Art-11
The general assembly
a) The general assembly is the executive entity of the administrative council and will follow up the decisions, resolutions and recommendations.
b) The general assembly consists of a secretary general and 6 members who are the assistants of the secretary general who are elected by the council for their persons and provided that the number of members from one Arab country will not exceed one member.
c) It’s not allowed to elect more than one member from each Arab country in the general secretariat.
d) In the general assembly meets and elects a deputy secretary general, treasury officer and distributes other scientific tasks, membership affairs, training, development and international relations to other members.
e) At the absence of any member of the general assembly  for more than 2 meetings then the general assembly will elect a member by the administrative council to replace him.

Art-12
The authorities of the general assembly are specified as follows:
a) Execution and follow up of administrative council resolution and recommendations.
b) Setting the society budget project.
c) Participating with the host country for conference preparation.
d) Coordination with the scientific committee of the union of Arab doctors concerning scientific activities.
e) Notifying the secretary general of the union of Arab doctors concerning scientific activities.
f) Notifying the secretary general of the union of Arab doctors concerning society’s resolutions and  activities.
g) Looking into the membership applications to the society and submitting the necessary recommendations about them to the administrative council.
h) the society’s secretary general represents the society in front of the Arab and international organizations and is substituted by the assistants secretary general.

Art-13
The general assembly will elect among its members or the members of the administrative council of the host country to be the president of the next conference who will receive the presidency by the current president at the holding of the next conference. If it was impossible to hold the conference in the host country and moved to another country then the next conference president in the new host country will be the next president.

Art-14
The membership
the membership of the society will be as follows:
1 - An operating member which include all members according art(2) of these regulations.
2 - A contributing member who enjoys all rights and duties of the operating member except the membership of the administrative council.
3 - Spine surgery specialist from the Arab residents or employees in non Arab country who is registered as a specialist in the societies of these countries.
4 - Arab specialists working in other specialties related with or supporting spine specialty.
5 - An honor member and this membership is awarded to non doctor personalities such as an Arab personality which offered a great support either financially or morally. This membership will be awarded after the affiliation by the general assembly and   administrative council approval.
6 - An honor member and this membership is awarded to members of Arab or foreign scientific specialist societies which offered a great contribution in the development of orthopedics and spine surgery. This membership will be awarded after the affiliation by the general assembly and administrative council approval.
7 - The affiliated member and it’s awarded to non Arab spine surgeons who worked or currently work in serving this specialty within the Arab world of abroad.

Art-15
Membership conditions
1 - The submittal of affiliation application form   to join the pan Arab society based on approved form by the general secretariat.
2 - The honor member will be introduced as a candidate by the general secretariat and is accepted after the approval by the administrative council.
a) Fees:
1 - The annual subscription fee should be paid by all active affiliated   and participating members on the 1st of January each year and this fee is specified by the administrative council.
2 - The subscription fee can be modified from time to time as required by the administrative council.
3 - The following are exempted from annual fees:
* Honor members.
* Members withdrawn from actual service for various reasons.
* The members older than 65 years.

b) Membership termination:
1 - The membership will be dropped in the following cases:
* The breach by the member of the rules and society goals as specified by the general assembly and the administrative council.
* Non payment of due fees for 3 successive years.
* Convicted member in his country by any action not according to the  honor of the medical career.
* Death.
2 - The membership will be dropped by a resolution by the administrative council if the member was absent for attending the meeting 3 successive times without an excuse accepted by the administrative council. The committee membership also  will be dropped by a resolution of the general assembly if the member was absent for attending the meeting 3 successive times without an excuse accepted by the head of the specific committee.

Art-16
Membership rights
The society membership will give its holder the following rights and privileges:
Benefiting from the participation of the scientific and social activities of the society based on the priorities and the primary rights by low fee subscription.
a) The free subscription for 3 years in the periodic and non periodic publications and its scientific journals.
b) Benefiting from moral and financial support of the society to achieve its   goals based on available resources.
c) Participation in the discussion of reports and budgets of the society in the general assembly meetings.
d) The right to submit suggestions and opinions to support, improve or modify the activities of regulations of the society.
e) The right of nomination to the entities of the society and its various committees   according to type of membership.

Art-17
Society finance
The society finance consists of:
1 - The annual subscription fees of the medical societies of the society members and the annual  subscription fees of the members in countries with no medical societies.
2 - Conference gain surplus held by the society
3 - Donations and financial aids provided by Arab countries or any other organizations approved by the administrative council.

Art-18
The society money is deposited in any Arab bank or more and in any Arab country or more by a resolution of the administrative council.

Art-19
The society can’t be solved unless a resolution is given by ¾ of the members of the administrative council and in this case the money and of the movable and unmovable  assets of the society will be transferred to union of  Arab doctors.
